    Well, blogspot is redirecting to blogger so I guess your question is really whether to use Blogger or WordPress.com. I would say that WordPress has the largest community and proven track record of really innovating as time goes by. I have never used Blogspot or Blogger so my opinion is bias, use WordPress, that is my final advice. Good luck, Luis.
